I. Overview

(I) Preliminary Planning

1. Network planning:In overall consideration of urban space, industrial form, population distribution and other factors, Xiamen completed two rounds of rail transit network planning in 2015, covering 10 routes in a total length of 403km. The third round of network planning work is in progresswith reference to the master plan of Xiamen.
2. Construction planning:The National Development and Reform Commission approved the two rounds of construction plan in 2012 and 2016 respectively, covering Metro Line #1 in full, Phase I and Phase II of Metro Line #2, Phase I and Phase II of Metro Line #3, Metro Line #4 and Phase I of Metro Line #6, with a planned total investment of 150.5 billion Yuan. As of 2022, Xiamen will form a 5-line transit network with a total mileage of about 224km. Work is currently being done to adjust the Phase II construction plan with an aim to extend Metro Line #3 southward to Xiamen University.

(II) Project Construction

In order to establish a rail transit network characterized by center-radiated structure, round-bay development and airway-railway combined transport as soon as possible, Xiamen has reliably promoted the main route projects of various lines while guaranteeing quality and safety. Among them, Metro Line #1 of 30 km long with 24 stations was launched into operation at the end of 2017. Metro Line #2 is 42 km long with 32 stations and is scheduled to be put into operation by the end of 2019. The construction of Metro Line #3 of 37 km long with 26 stations has commenced, and the section from Caicuo to Xiang’an Airport is planned to be completed at the same time with Xiang’an Airport. Metro Line #4 (the section from Houxi to Xiang’an Airport) is 45 km long with 12 stations, the construction of which has commenced and is planned to be completed at the same time with Xiang’an Airport. Metro Line #6 (the section from Lindai West to Huaqiao University) is 19 km long with 13 stations, and its construction is planned to be commenced by the end of 2019. 

II. Industrial Orientation and Investment Key Elements

According to the features of rail transit, investment promotion primarily includes investment promotion for lands and other key elements.
Investment promotion for lands: The comprehensive development plots of rail transit are distributedat stations, tunnels, parking lot superstructures and underground spaces along the routes and they are designed for residential, commercial, hotel, office and other operational purposes. Developers are attracted through land transfer.
Investment promotion for other key elements:It covers the total process of rail transit planning, design, construction, equipment and operation, including attraction of famous survey and design institutes to set up a branch in Xiamen; central enterprise contractors to set up a project department in Xiamen; large-size equipment manufacturers to found a joint venture withlocal state-owned enterprises; and domestic and overseas operation and management enterprises to participate in route operation and management, with an aim to establish a rail transit industrial chain.
